Jeevan Pramaan is a significant Digital India initiative launched by the Ministry of Electronics & Information Technology (MeitY) to help pensioners submit their Life Certificate online and ease the process of pension disbursement for pensioners across the country.

Traditionally, pensioners had to visit their Pension Disbursing Authorities (PDAs), such as banks and post offices, to submit a Life Certificate every year in November. This process was often difficult for elderly and ill pensioners. Jeevan Pramaan eliminates this hardship by allowing pensioners to generate and submit their Life Certificate digitally using biometric authentication linked to Aadhaar.

Jeevan Pramaan eliminates this requirement by enabling pensioners to generate a Digital Life Certificate (DLC) using Aadhaar-enabled biometric authentication, ensuring a seamless, hassle-free, and efficient pension disbursal system.

Key Components of Jeevan Pramaan

The digital life certification process involves three main components:

  • Pension Sanctioning Authority (PSA): The authority responsible for approving and granting a pension. The pension is credited to the pensioner’s account as per the Pension Payment Order (PPO).
  • Pension Disbursing Agency (PDA): Agencies like banks and post offices that process digital life certificates (DLCs). These agencies can register on the Jeevan Pramaan portal to access and verify the DLCs.
  • Pensioners: Pensioners themselves are responsible for generating the DLC using an Aadhaar-based biometric system.

What is a Digital Life Certificate (DLC)?

A Digital Life Certificate (DLC) is an electronic version of the traditional life certificate that pensioners need to submit annually to continue receiving their pension. It is generated using Aadhaar-based biometric authentication and eliminates the need for physical submission at the pension disbursing office. The DLC is stored in the Jeevan Pramaan database and is automatically accessible by Pension Disbursing Agencies (PDAs) for verification and processing.

Uses of Digital Life Certificate (DLC)

The Digital Life Certificate (DLC) serves multiple purposes, benefiting pensioners and government agencies alike:

  • Eliminates Physical Submission: Pensioners no longer need to visit their disbursing agency or stand in long queues to submit a physical life certificate.
  • Remote Access: DLCs can be generated from anywhere, provided the pensioner has a device with internet access and an STQC-certified biometric authentication device.
  • Faster Processing: Since DLCs are submitted electronically, pension disbursing agencies can verify and process them more efficiently.
  • Reduced Errors and Frauds: Digital authentication reduces chances of fraudulent claims and human errors in data entry.
  • SMS Alerts: Pensioners receive automated SMS notifications regarding the submission and processing status of their DLC.
  • Secure and Tamper-proof: The DLC data is encrypted and stored securely, ensuring that it cannot be altered or misused.

Download Jeevan Pramaan Life Certificate Online

If you have already generated a digital life certificate, download the certificate online through https://jeevanpramaan.gov.in. To do so, follow the steps provided below:

Step 1: Visit the Official Jeevan Pramaan Website

Step 2: Access the Pensioner Login Page

Once you have entered the website:

  • Look for the “Pensioner Login” option on the homepage and click on it.

Step 3: Enter Required Details

On the Pensioner Login Page, you need to provide the following details:

  • Jeevan Pramaan ID – This is a unique identification number you received when you submitted your life certificate online.
  • Captcha Code – Enter the code displayed on the screen. If it’s unclear, click “Change Text” to generate a new code.
  • Click on “Generate OTP” to proceed.

Step 4: Enter OTP (One-Time Password)

After clicking on “Generate OTP”, an OTP will be sent to the registered mobile number or email ID you provided during your life certificate submission.

  • Check your registered mobile phone or email inbox for the OTP.
  • Enter the received OTP into the respective field.
  • Click on “Login” to access your life certificate details.

Step 5: Download Your Jeevan Pramaan Life Certificate

After logging in successfully, you will be able to see your Jeevan Pramaan Life Certificate with all details such as:

  • PPO Number (Pension Payment Order Number)
  • Jeevan Pramaan ID
  • Pensioner Name
  • Account Details

To download your life certificate:

  1. Look for the option “Download Life Certificate” on the screen.
  2. Click on “Download”, and the certificate will be saved to your mobile phone or computer in PDF format.

Step 6: Print or Share the Certificate

Once you have downloaded the certificate, you can:

  • Open the PDF file to check the details.
  • Click on the “Print” option if you need a hard copy.
  • Save the PDF file on your device for future reference.

If you haven’t generated your digital life certificate yet, you cannot download it online. To get a digital life certificate, check the information provided below.

Requirements for Generating Digital Life Certificate

To generate a Jeevan Pramaan certificate, the following prerequisites must be met:

  • A valid UIDAI Issued Aadhaar number
  • An active mobile number
  • Aadhaar must be linked with the Pension Disbursing Agency (bank, post office, etc.)
  • A biometric device (list available on the JP portal)
  • A device with an internet connection:
    • Windows PC (Windows 7 and above)
    • Android smartphone/tablet (Android 4.0 and above)

Where and How to Generate a Digital Life Certificate?

Pensioners can generate their Digital Life Certificate (DLC) in two ways:

1. Self-Generation of Digital Life Certificate (Using Own Device)

  • Download the Jeevan Pramaan (JP) application from the official website: https://jeevanpramaan.gov.in/app/download
  • Install the application on a Windows PC/laptop or an Android smartphone/tablet.
  • Follow the steps outlined in the client application (detailed below).

2. Visiting a Jeevan Pramaan Center to Generate Digital Life Certificate

  • Pensioners can visit designated Jeevan Pramaan centers such as:
    • Citizen Service Centers (CSCs)
    • Government offices/banks providing DLC generation services
  • A nominal service fee may apply.

Method 1: Jeevan Pramaan Face App to Get a Digital Life Certificate

The Jeevan Pramaan Face App allows pensioners to submit their Digital Life Certificate (DLC) from the comfort of their homes using an Android smartphone. This eliminates the need to visit banks or post offices for physical verification.

Requirements for Using the App

Before using the Jeevan Pramaan Face App, ensure that you meet the following requirements:

  • Android smartphone (Version 7.0 or above, unrooted).
  • Internet connection (Wi-Fi or mobile data).
  • Minimum RAM: 4GB.
  • Minimum Storage: 64GB (at least 500MB free space required).
  • Aadhaar number linked to the pension disbursing authority (Bank/Post Office/Others).
  • Camera resolution: At least 5MP.

Step-by-Step Process to Use Jeevan Pramaan Face App

Step 1: Download and Install AadhaarFaceRd App

  • Open the Google Play Store on your Android device.
  • Search for “AadhaarFaceRd” and install the app.
  • This app does not have a visible icon; it can be found under Settings > App Info.

Step 2: Download and Install Jeevan Pramaan Face App

  • Open the Google Play Store and search for Jeevan Pramaan Face App.
  • Install the app.
  • Open the app and click on YES to proceed.
  • Grant the necessary permissions by selecting Allow While Using the App.

Step 3: Operator Authentication (One-Time Process)

  • The Operator can be any person, including the pensioner.
  • Enter the Aadhaar number, mobile number, and email address.
  • The mobile number does not need to be linked to Aadhaar, but it must be accessible for OTP verification.
  • Select the preferred language (English or Hindi) from the top-right dropdown menu.
  • An OTP will be sent to the provided mobile number and email.
  • Enter the OTP and click Submit. If you do not receive it, click Resend OTP.
  • Enter the name and give consent for authentication.
  • Click Scan to proceed with face authentication.
  • Follow the on-screen instructions for face authentication (ensure proper lighting and keep the camera steady).
  • Once authenticated, the app will restart, and a message stating Client Registration Successful will appear.

Step 4: Pensioner Authentication

  • Enter the Aadhaar number and mobile number. Email is optional.
  • Click Submit, and an OTP will be sent to the mobile number (and email if provided).
  • Enter the OTP and click Submit.
  • A screen will appear with either a blank form or pre-filled details.
  • If details are pre-filled, select the correct PPO number from the dropdown menu.
  • If your PPO number is not listed, choose Add new PPO number and enter the details manually.
  • Verify and tick the checkboxes confirming that the details entered are accurate.
  • Click Submit.
  • A pop-up will appear asking if another PPO number needs to be added.
  • If yes, repeat the process to add another PPO number; otherwise, proceed to the next step.

Step 5: Face Authentication for Pensioner

  • Click Scan to start the face authentication process.
  • Follow the on-screen instructions:
    • Keep your face still and blink when prompted.

    • Ensure adequate lighting.

    • Avoid shadows on your face.

    • Remove dark or tinted glasses but keep clear glasses on.

  • Once successfully authenticated, the Digital Life Certificate (DLC) is generated.
  • A Pramaan ID will be displayed for each PPO number.
  • The pensioner will also receive an SMS with the Pramaan ID and a link to download the DLC.

Best Practices for Face Authentication

For a smooth face authentication process, follow these best practices:

  • Correct Positioning: Ensure the camera is at the correct distance and angle.
  • Face Alignment: Keep your head straight without tilting or rotating.
  • Neutral Expression: Maintain a neutral expression with eyes open and mouth closed.
  • Proper Lighting: Use balanced lighting to avoid shadows on the face.
  • Eyeglasses: Clear glasses can be worn, but avoid dark or tinted ones.

Method 2: Jeevan Pramaan Application for Windows to Get a Digital Life Certificate

The application process to submit digital life certificate from Jeevan Praman application portal is provided below:

System Requirements for Jeevan Pramaan Application for Windows

To use the Jeevan Pramaan application on Windows, ensure your system meets the following requirements:

  • Operating System: Windows 8 or higher
  • Microsoft .NET Framework: Version 4 (Full) or higher
  • Biometric Device: STQC-certified registered biometric device
  • RD Service: Biometric device RD service must be installed and running
  • Internet Connection: Required to communicate with the Jeevan Pramaan server

Step 1: Download and Install Jeevan Pramaan Application

1.1 Downloading the Application

  • Open your web browser and go to https://jeevanpramaan.gov.in.
  • Click on the Download button (highlighted in green on the website).
  • Check if your system meets all the requirements before proceeding.
  • Enter your email address and the captcha code.
  • Click on “I Agree to Download”.
  • You will receive an OTP on your registered email.
  • Enter the OTP and click “Submit”.
  • Click on “Download Jeevan Pramaan Ver 4.0.2”. You will receive a download link via email.
  • Open your email and click on the download link.

Note: The download link can only be used once. If you receive a ‘session token expired’ message, repeat the download process.

1.2 Installing the Application

  • Before installing Jeevan Pramaan, download and install the RD service setup and driver for your biometric device from the manufacturer’s website.
  • Extract the downloaded Jeevan Pramaan zip file. It includes:
    • Jeevan Pramaan Installer

    • Jeevan Pramaan Client Installation Document

    • RD Service Device Driver links

  • Run the installer file “JeevanPramaanInstaller_4.0.2_Live.exe” as an administrator.

Step 2: Device Registration & Operator Authentication (One-Time Process)

2.1 Registering the Operator

  • Open the Jeevan Pramaan application after installation.
  • Select your preferred language from the dropdown menu at the top right.
  • The first step is Operator Authentication. The pensioner can also act as the operator.
  • Enter the following details:
    • Aadhaar Number

    • Mobile Number

    • Email Address (optional)

  • Click Submit.
  • You will receive an OTP on your mobile and email.
  • Enter the OTP and click Submit.
  • Provide your name and give consent for authentication by ticking the checkbox.
  • Click Scan to proceed with biometric authentication using a fingerprint or iris scan.
  • Once authentication is successful, a message will confirm Operator Registration Successful, and the application will restart.

Step 3: Pensioner Authentication

3.1 Entering Pensioner Details

  • Open the Jeevan Pramaan application.
  • Enter the pensioner’s:
    • Aadhaar Number

    • Mobile Number

    • Email Address (optional)

  • Click Submit.
  • You will receive an OTP on the registered mobile number and email (if provided).
  • Enter the OTP and click Submit.

3.2 Providing Pension Details

  • A new screen will appear with either blank fields or pre-filled details.
  • If details are pre-filled, select your PPO Number from the dropdown.
  • If your PPO number is not listed, select “Add new pension PPO not in List” and enter your pension details manually.
  • Click Next.

3.3 Confirming Additional Pension Details

  • If you are re-employed or re-married, you cannot submit a Digital Life Certificate (DLC) online. Instead, submit the required certificates to your pension disbursing agency.
  • Carefully review the details entered and tick both checkboxes to confirm accuracy.
  • Click Submit.

3.4 Handling Multiple PPO Numbers

  • If you have multiple PPO numbers, a pop-up will ask if you want to generate DLC for all of them.
  • Click Yes to proceed or No to finalize the current submission.
  • If you click Yes, repeat the pension details entry process for each PPO number.
  • Once all PPOs are added, confirm by ticking the checkbox and clicking Scan.

3.5 Generating Digital Life Certificate (DLC)

  • Once authentication is successful, the Digital Life Certificate (DLC) is generated.
  • A unique Pramaan ID is displayed on the screen for each PPO number.
  • The pensioner will receive an SMS with the Pramaan ID and a link to download the DLC.
  • The DLC is automatically sent to the pension disbursing agency, so physical submission is not required.

3.6 Completing the Process

  • After DLC generation, a pop-up will ask if you want to add any new PPO numbers.
  • Click Yes to add more PPOs or No if you have completed the process.
  • If you have only one PPO number, simply click No to finish.

Pre-requisites for Jeevan Pramaan Implementation

For pensioners to avail of the benefits of Jeevan Pramaan, their Pension Sanctioning Authorities (PSAs) must approve and onboard the system in collaboration with their Pension Disbursing Agencies (PDAs). The on-boarding process involves official acceptance and integration with the Jeevan Pramaan portal.

1. Pension Sanctioning Authorities (PSAs)

The following entities can be onboarded as Pension Sanctioning Authorities:

  • Apex offices such as those of the Hon’ble President and Prime Minister of India.
  • Central Government offices.
  • State/Union Territories (UT) Government offices.
  • Autonomous bodies, statutory organizations, and societies under the Central Government Ministries, Departments, and Offices.
  • Autonomous bodies under State Government Ministries, Departments, and Offices.
  • Central and State Government Public Sector Undertakings (PSUs).
  • Bodies created through Parliament and State Legislations.
  • Judicial organizations.

2. Pension Disbursing Agencies (PDAs)

Pension Disbursing Agencies are responsible for processing the Life Certificates of pensioners. The following agencies are eligible for onboarding as PDAs:

  • Banks (public and private sector)
  • Post Offices
  • State and UT Government Offices (Treasuries)
  • Central Government Offices
  • Autonomous bodies, statutory organizations, and societies under Central Government Ministries and Departments
  • Public Sector Undertakings (PSUs) of both Central and State Governments
  • Bodies created through Parliamentary or State Legislations
  • Judicial organizations
