The Odisha government is taking a significant step toward women’s empowerment by expanding its flagship Subhadra scheme beyond financial assistance. Chief Minister Mohan Charan Majhi has announced the ‘Subhadra to Mudra’ initiative, which aims to equip women beneficiaries with entrepreneurial skills and financial literacy. This initiative will help women become self-reliant by using their financial support wisely and engaging in small businesses.

Transforming Women into Entrepreneurs
Under the existing Subhadra Yojana, women beneficiaries receive a financial grant of ₹50,000. However, many recipients may not know how to utilize these funds effectively. To address this, the government will now focus on training and mentoring women in entrepreneurship. Beneficiaries will be encouraged to start small businesses, manufacture products, or offer services to generate sustainable income.
Speaking at the Utkarsh Odisha Conclave, CM Majhi and Deputy CM Pravati Parida emphasized the importance of strategic investment. They urged beneficiaries to use their financial support wisely instead of spending it casually. The government aims to provide comprehensive support, including skill development programs and market linkage opportunities.
Collaboration for Skill Development
To strengthen the initiative, the Odisha government has partnered with reputed institutions. Two key Memorandums of Understanding (MoUs) were signed:
- Indian Institute of Management (IIM), Sambalpur – To conduct research on improving the effectiveness and impact of the Subhadra scheme.
- World Skill Centre – To provide skill development training for Subhadra beneficiaries.
These collaborations will ensure that women receive high-quality training and practical knowledge to succeed in their entrepreneurial ventures.
Focus on Digital and Financial Literacy
Apart from business skills, the government is also prioritizing digital and financial literacy. Many women lack access to essential financial knowledge, which can be a barrier to effective entrepreneurship. The new initiative will offer:
- Training in handling finances, investments, and business transactions.
- Digital literacy programs to familiarize beneficiaries with online banking and digital payments.
- Leadership development to help women manage and grow their businesses effectively.
New Sub-Initiatives for Better Support
Deputy CM Parvati Parida announced additional initiatives under the Subhadra scheme to enhance support for beneficiaries:
- Suna Subhadra & Kuha Subhadra: These programs will provide continuous guidance and solutions to the beneficiaries’ concerns.
- Subhadra Setu: This initiative will bring women who turn 21 years old under the scheme, ensuring they receive timely financial support and mentorship.
- Advika Scheme Integration: Adolescent girls currently enrolled in the Advika scheme will be educated about the Subhadra scheme so they can enroll at the appropriate age and also mentor others.
Impact and Reach of the Subhadra Scheme
Principal Secretary Shubha Sarma provided statistics to highlight the scheme’s reach and impact. Currently:
- 25% of beneficiaries are aged 21-30 years.
- 32% fall in the 31-40 age group.
- 27% are between 41-50 years.
- 16% are in the 51-60 age group.
These numbers indicate that the scheme is benefiting a wide range of women across different age groups, promoting financial independence at various life stages.
Additionally, over 80 lakh women have received the first installment of financial aid. Notably, 22,148 beneficiaries have opted to receive the amount in digital currency format (digital coins), showcasing an increasing awareness of modern financial tools.

The ‘Subhadra to Mudra’ initiative marks a crucial shift in the Odisha government’s approach to women’s welfare.
