PM Vishwakarma Yojana was launched by the Prime Minister on September 17, 2023, with the aim of providing comprehensive support to artisans and craftspeople working in the field of handicrafts and handlooms.

PM Vishwakarma Yojana Eligibility Criteria

To register under the Prime Minister Vishwakarma Yojana, the following criteria must be met:

  • The applicant must be self-employed in one of the family-based traditional occupations specified in paragraph 2.3.
  • The applicant’s minimum age should be 18 years as of the date of registration.
  • The applicant must be engaged in the relevant occupation on the date of registration.
  • The applicant should not have benefited from similar credit-based self-employment/business development schemes of the central or state government, such as PMEGP, PM Swanidhi, Mudra, in the last 5 years. However, beneficiaries of Mudra and Swanidhi who have fully repaid their loans will be eligible for the PM Vishwakarma Yojana. This 5-year period will be counted from the date of loan sanction.
  • Registration and benefits under the scheme will be limited to one member per family. For the purpose of scheme benefits, ‘family’ will include husband, wife, and unmarried children.
  • Any person in government service and members of their family will not be eligible for this scheme.

Benefits Provided Under the Scheme

There are several benefits of the scheme, let’s understand a few important of them in detail:

  • Recognition: Artisans and craftspeople will be recognized through PM Vishwakarma certificates and ID cards.
  • Skill Upgradation: 5-7 days of basic training and 15 days or more of advanced training, with a daily stipend of 500 rupees.
  • Toolkit Incentive: Toolkit incentive of up to 15,000 rupees as an e-voucher at the start of basic skill training.
  • Loan Support: ‘Enterprise Development Loan’ of up to 3 lakh rupees in total, in two installments of 1 lakh rupees and 2 lakh rupees, with tenures of 18 months and 30 months respectively, without collateral. These loans will be available at a 5% rate, with the Government of India providing an 8% subsidy. Beneficiaries completing basic training will be eligible for the first installment loan of up to 1 lakh rupees. The second loan installment will only be available if the beneficiary has taken the first installment loan, their account is standard, and they have adopted digital transactions in their business or received advanced training.
  • Incentive for Digital Transactions: An incentive of 1 rupee per transaction will be credited to the beneficiary’s account for each digital payment or receipt, up to a maximum of 100 transactions per month.
  • Marketing Support: Marketing support will be provided to artisans and craftspeople through quality certification, branding, listing on e-commerce platforms like GeM, advertising, promotion, and other marketing activities.

Key Features of the PM Vishwakarma Scheme

  • The PM Vishwakarma Yojana will be fully funded by the central government with a financial allocation of 13,000 crore rupees for 5 years (FY 2023-24 to 2027-28).
  • Registration of Vishwakarma beneficiaries will be done free of charge through CSC centers via the biometric-based PM Vishwakarma portal.
  • Artisans and craftspeople will be recognized through PM Vishwakarma certificates and ID cards.
  • They will be provided with collateral-free loans of 1 lakh rupees (first installment) and 2 lakh rupees (second installment) at a concessional interest rate of 5%.
  • The scheme is expected to benefit and bring prosperity to 30 lakh families.
  • Initially, 18 traditional occupations will be covered under the PM Vishwakarma Yojana.
