RTPS Bihar, also known as e-District, is a Mission Mode Project under the National e-Governance Plan (NeGP) of the Ministry of Electronics & Information Technology (MeitY), Government of India.
The primary objective of this initiative is to bring government services directly to the doorsteps of citizens and businesses, revolutionizing the way people interact with government agencies.
How to Register on RTPS Bihar Portal?
It is important to Register on RTPS Bihar portal to be eligible to apply for several services and certificates available on the RTPS Bihar portal serviceonline.bihar.gov.in. To register on RTPS Bihar, follow the steps provided here:
-  First, go to the official RTPS Bihar portal https://serviceonline.bihar.gov.in/
- Â Here, click on the “Register Yourself” option, available in the Citizen Corner section.
- It will lead you to the Jan Parichay Meri Pehchaan page (It is a national Single Sign On (NSSO) portal, integrated with RTPS Bihar Website).
- Here, a Sign In page will display, as you are a new user and want to register on the portal, scroll down and locate New user? Sign up for MeriPehchaan option.
To complete your registration, enter all the required information as outlined below:
- Enter Mobile No and click on Generate OTP.Â
- An OTP will be send to the number you provided.
- Enter the OTP and proceed further with providing other informations.
- First NameÂ
- Last Name (optional)
- Date of Birth (dd-mm-yyyy)Â
- Select GenderÂ
- Suggested User IdÂ
(User ID will be suffixed with @janparichay.gov.in. For example, if you choose “abc_123,” your User ID will be “abc_123@janparichay.gov.in.”) - Enter a Password
- Confirm PasswordÂ
- Tick the Terms and Conditions box (By selecting, you accept the Terms and Conditions).
- Then, click on the Verify button.
- Once verified, use your Username, or mobile number, along with your password to Sign in (login) to the portal.
- Now, your registration and login are complete and you can access all the available services.

Note: Applicants are advised to don’t apply again and again for a new Certificate if the previously issued Certificate is still valid. Instead, they are advised to use the same Certificate again and again for different purposes.
How to Login to RTPS Bihar Portal?
Once the registration process is complete, residents of Bihar are required to login to the RTPS Bihar portal to access the dashboard. To login into the portal, follow the steps provided below:
- First, visit the official RTPS Bihar portal at https://serviceonline.bihar.gov.in/.
- Now, click on the “Login” option, available on the mainpage.
- On the Sign In page, you can choose to log in using either of the following methods:
- Mobile Number
- User ID
- Then, enter the password you created when you registered on the RTPS Bihar portal.
- Then, click the “Sign In” button to complete the login process.
Track RTPS Bihar Application Status
After submission of your application online, you can easily track/check its status. For tracking your RTPS Bihar application status, follow the steps provided below:
- To check the application status on RPTS Bihar, first visit the RTPS Bihar portal https://serviceonline.bihar.gov.in
- In the Citizen Section, click on “Track Application Status” option.
- Through Application Reference Number and other is Through OTP/Application Details
- For selecting the option, click on the radio button in front of any one of the options.
Option 1: Track through application reference number
If you have selected option “Through Application Reference Number“, to track the application follow the steps provided below:
- Now, enter your Application Reference Number.
- Again you will be presented with two options one is Application Submission Date and other is Track Through Application Delivery Date.
- Select one of the options and provide the necessary details.
- Then enter the Captcha Code, and click on the “Submit” button.
- Then, your application status will display on the screen.
Option 2: Track through OTP/Application Details
After selection the radio button in front of Through OTP/Application Details, follow the steps provided below:
- Now, Select Service from the list provided in the drop-down menu.
- After that, enter the Captcha Code and click on the “Submit” button.
- Now, enter your mobile number and click on Get OTP option.
- Enter the OTP in the designated area and click on the Submit button.
- Your application status will then display on your screen.
Download Certificates From RTPS Bihar Portal
Once your application is approved, you can download your certificates online. To download your certificates from RTPS Bihar, follow the steps provided below:
- First, visit the RTPS Bihar portal https://serviceonline.bihar.gov.in/
- In the Citizen Section, click on the “Download Certificate” option.
- It will lead you to a new page. Here, enter your Application Ref. Number, and Applicant Name (In English).
- Now enter the Captcha Code and click on the Download Certificate option.
- Your certificate will display on your screen, click on Print option to download your certificate.
Note: Please attempt to download your certificate only 24 hours after the execution of your application.
RTPS Bihar: Know Your Eligibility
To know your eligibility for services provided on the RTPS Bihar portal, follow the steps provided below:
- Go to the official website of RTPS Bihar https://serviceonline.bihar.gov.in/
- In the Citizen Section, click on the “Know Your Eligibility” option.
- Now select your service type, which is Government to Citizen or Government to Business.
- Then, select the Service Category. Here, you will be provided two options as well one is “RTPS” and the other is “Other Services”. Select one of the options that fits your requirements.
- Then, click on Next button.
- Now select the appropriate option from the drop down menu of the “Applying for Services” option.
- Then, select Department and click on the Next button.
- Now the list of services associated with the particular department will display. Here, hit the “Click” button in front of the service.
- Here, your eligibility requirements and Documents Required details will display on your screen.Â
- If you want to apply for that service, an Apply option will also be presented at the bottom of the eligibility page. Click on the option and continue filling the application form.
How to Apply for RTPS Bihar: Domicile Certificate Online?
Through the official portal of RTPS Bihar, it is now possible to apply for your domicile certificate from home. To apply for a Bihar domicile certificate online, follow the steps provided below:
- Go to the official RTPS Bihar website: https://serviceonline.bihar.gov.in
- On the homepage, click on Apply Online in the menu.
- From the dropdown menu, select: RTPS Services > General Administration Department > Issuance of Residential Certificate > Block Level/Subdivision Level/District Level (Choose the appropriate level for your application)
- The application form will appear on your screen.
- Fill out the online application form with accurate information including Applicant Details like Name, Gender, Father’s Name, Mother’s Name, Mobile Number, Email, etc.
- Then enter all the Address Information including State, District, Block, Village, Post Office, etc.
- After that provide all other necessary details asked including Aadhaar Number, Photo, etc.
- Read and agree to the self-declaration statement
- Enter the Captcha Code
- Review all entered information for accuracy.
- Select the office you’re applying to from the dropdown menu.
- Click “Proceed“.
- Upload the required documents.
- Pay the application fee using available online payment options.
Documents Required to Apply for Domicile Certificate on RTPS Bihar

- Identity Proof: Aadhaar Card, Voter ID, Passport, or PAN Card
